How To Replace Tilt Mechanism in Vinyl Blinds

Remove end cap.
Use a flat head screw driver or scissors.
It should just pop out and allow you to replace it with the new tilter. Slide it back in place making sure the pin goes into the hole. Align and snap new one in. Replace end cap.
